Summary

This position is located in the Office of Public Affairs, Office of the Principal Deputy Assistant Secretary, Bureau of Diplomatic Security (DS/PA). As the Senior Public Affairs Specialist, the incumbent reports to the Director of the Office of Public Affairs and has responsibilities for a broad range of public affairs initiatives, to include engaging the media; coordinating strategic planning across the office's press, digital, content, publications and special projects teams; advising senior staff and program offices on all public affairs and press matters; as well as overseeing numerous day-to-day processes.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Responsibilities

- Serves as Bureau spokesperson and oversees press team responses to queries, and ensures press statements, press guidance and media notes are drafted, cleared and provided to the requestor.

- Establishes and maintains rapport with representatives of national and international news media, engaging media proactively to educate and inform audiences on the DS mission, programs and initiatives.

- Develops comprehensive monthly communications plans to align with Department and Bureau strategic objectives, and coordinates one-voice, thematic and/or topical messaging across the office's press, digital, content, publications and special projects teams.

- Guides Bureau program offices, and maintains positive and proactive relationships with Bureau program principals and Department and USG public affairs counterparts, to contribute to and/or amplify Department and Bureau messaging efforts.

- Coordinates with the office's digital team to maximize audience engagement, improve user experience on the Bureau's web pages, and develop social media and web features in alignment with Department priorities and the office's monthly strategic communications plans.

- Oversees publication of all written content pertaining to DS programs and activities. Conducts final review and approval of information to be published in various media, including brochures, newsletters, Department and Bureau internal and public websites, and social media platforms.

- Ensures compliance with publication style guides and editorial guidelines. Oversees drafting of, or drafts as needed, speeches, talking points, and presentations for the Assistant Secretary and other senior Bureau officials.

- Coordinates Bureau-sponsored special events in alignment with Bureau and Department strategic communications priorities, and oversees their planning and implementation with the special projects team.

- Oversees the internal communications program and directs the development of the DS/PA internal SharePoint site, publication of newsletters, web articles, announcements, and other materials used to alert and inform employees about matters of significant interest.

- Evaluates the overall efficiency and effectiveness of the office's strategic communications plans, and works with the office director to define goals, objectives, plans, budgets, and priorities for the office.

- Represents DS/PA on committees and working groups and at conferences and meetings with full authority for articulating Bureau positions on key policy issues. Provides technical guidance and direction to staff members and serves as Director of the Office of Public Affairs in the Director's absence.

- Experience advising high-level officials on communications matters, especially relating to crises or high-profile controversial issues.

-Experience creating and coordinating strategic planning across multiple messaging channels.

-Experience incorporating all messaging into the digital environment.

There is no substitute of education for specialized experience for the GS-14 position.
