This recruitment will be used to fill an immediate term limited temporary (TLT) position or special duty assignment (SDA) for a Communications Specialist IV in the Wastewater Treatment Division Director's office. The TLT position is expected to start in September and is anticipated to last 6 months. If filled internally as a Special Duty Assignment (SDA), pay and duration will be in accordance with Personnel Guidelines or selected employee's collective bargaining agreement. This position reports to the Division Director

Job Duties
This position will be located in the WTD Director's office and reports to the WTD Division Director.  It will coordinate and support external communications activities across the Division, including: managing the development of web content, outreach materials, community outreach strategies, media relations, and social media.  This position will also work closely with the DNRP Directors Office and with the Division's interjurisdictional partners. 

Specific duties include, but are not limited to: 
Develop and implement strategic communication plans that support the Management Team's program and project priorities
Collaborate with the WTD directors and the Director's Office policy/planning staff on developing external communication plans on specific programs, projects or events. Anticipate trends and develop or adapt plans as needed. Provide communication direction and support to management team, supervisors and other staff throughout the division. Ensure that messaging reflects division and department objectives whenever appropriate. Plan, develop and produce a variety of written materials such as news releases, articles, brochures, fact sheets, websites, speaking points, key messages, presentations and correspondence on sensitive issues. Ensure that materials are technically accurate, aesthetically pleasing, and consistent with the division's and the county's objectives. Act as a contributor to WTD's social media channels. Cultivate a positive public image of WTD by using the web, the media, social media, community events, and other tools.
Develop, evaluate and carry out media relations programs for the Wastewater Treatment Division
Provide strategic communication advice and support to division managers and project managers related to issues that could spark media interest. Arrange and coordinate media interviews with WTD staff, elected leaders, or project partners; ensure spokespeople are briefed and prepared to respond to media inquiries. Respond to media inquiries during and after regular business hours, occasionally act as spokesperson. Plan and manage public events and news media events, such as site tours, groundbreakings or press conferences.  Respond promptly to media inquiries and establish good working relationships with local and regional media and trade publications as well as ethnic media outlets. Monitor media coverage of the division; and maintain an online newsroom.
  Support emergency response
Respond to emergencies and provide communication support to the community relations team on the ground. Act as spokesperson where appropriate. Work as part of a team to support 24/7 communication in the event of operational emergencies Serve as a public information officer at **MEMBERS ONLY**SIGN UP NOW***.'s Joint Information Center as required.
Experience, Qualifications, Knowledge, Skills
A bachelor's degree in communications, marketing, public relations or related fields OR an equivalent combination of education and experience that provides the knowledge required to meet the job functions. Experience in one or more job function areas listed above, including working as a communications or public information/relations professional. Able to exhibit proficiency in MS Word, Excel, Outlook, and various presentation software. Experience developing and/or managing communications plans for natural resource management programs and projects involving classic media, marketing, public relations, and social media. Ability to develop, evaluate and carry out media relations programs Demonstrated experience working with social media (Facebook, Twitter, Instagram, etc.) and using social media as a communications tool. Ability to work under pressure to meet deadlines, sometimes for extended work hours at night and weekends, while producing high quality work. Expert oral and written communications skills including ability to develop press releases, promotional literature, technical writing, and/or media relations; effectively deliver messages of regular or controversial topics; and change presentation tactics/styles when something isn't working. Skill in recognizing how different people and organizations function; communicating and working issues with partners/customers that have different priorities/needs; and projecting political significances of action. Skill in recognizing and prioritizing matters of importance; creating focus for others around those priorities; and identifying consequences of prioritization choices. Skill in identifying stakeholder needs and making timely and responsive service improvements based on feedback; establishing effective stakeholder relationships; and gaining stakeholder trust and respect. A valid Washington State Driver's License or the ability to travel throughout **MEMBERS ONLY**SIGN UP NOW***. in a timely manner.

Sick Leave
is accumulated at the rate of one day per month. There is no restriction on the amount of sick leave that can be accumulated and carried over to subsequent years. Non-represented employees and employees in certain bargaining units will receive this benefit as a payment to a VEBA account, which pays for post-retirement health benefits on a pre-tax basis.
