Job Responsibilities
Develops federal government Task Order and One-off construction and environmental contract proposals.
Serves as Volume Lead overseeing preparation of major sections on large proposals including Indefinite Delivery/Indefinite Quantity proposals, and large, complex One-off contracts proposals.
Develops storyboards and writes assigned sections in compliance with RFP requirements, annotated outlines and proposal schedules.
In collaboration with the Proposal Center Manager, oversees and leads teams through proposal development activities on Task Order and One-off proposals of significant size and complexity, including conducting status meetings; developing annotated outlines, proposal schedules, compliance matrices, project/performance/personnel selection matrices; and overseeing production and delivery.
Creates high quality storyboards, annotated outlines, proposal sections, marketing materials, presentations, Statements of Qualifications, fact sheets, and related documents in support of the proposal process.
Assists Proposal Managers, Business Development staff, and Program Managers in implementing the Strategic Selling Process. Aid in the development of capture plans, blue sheets, proposal themes, and competitor analyses.
Conducts necessary research to contribute to the development of compelling proposal content. This may include but is not limited to reviewing background material such as capture plans, blue sheets, past proposals, and retrieving information from proprietary databases.
Interfaces with technical staff and subject matter experts in obtaining information for proposal inclusion.
Ensures proposal themes, competitor analyses, blue sheet data, and capture plans information is incorporated consistently throughout assigned proposal sections
Collaborates with graphics design staff to create concept renderings, effectively communicating illustration concepts.
Provides editing, writing, and production support in alignment with the corporate style manual.
Ensures that all written products are grammatically correct, concise, well-written, properly formatted, compliant with client requirements, and positioned appropriately to the intended audience.
Compiles and maintains source material for reference, adhering to corporate protocol for file and data management.
Coordinates and/or assists in document preparation and production with the proposal team, graphic designer, desktop publisher, and the Proposal Center Manager.
In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to the incumbent of this position.
Basic Qualifications
Comprehensive knowledge of federal government procurement process
Prior work experience in writing and preparing proposals and technical documents for the federal government.
Ability to breakdown and develop compliant requirements outlines for assigned sections of standard federal government procurement documents including Request for Proposal (RFP), Invitation for Bid (IFB), SF330 and Sources Sought
Ability to effectively apply knowledge of capture planning, RFP analysis, annotated outline development and storyboarding
Ability to apply and finesse concepts associated with construction and environmental contracts to best feature ECC’s strengths.
Proven aptitude for partnering with internal stakeholders in developing effective proposal strategies
Demonstrated success in teaching others proposal development concepts and requirements
Skilled in leading others without formal reporting authority
Detail oriented self starter, requiring minimal supervision
Skilled managing multiple assignments with varying parameters and competing deadlines
Ability to work effectively independently and as part of a geographicall dispersed team
Demonstrated proficiency in Adobe InDesign, Photoshop, and Illustrator
Expert in using Microsoft Office products, email systems, and Windows
Seven or more years of progressive experience as a technical or proposal writer with experience leading teams in the development of sections or volumes
Education: A Bachelor’s degree in English, Journalism, Communications, Marketing or related field is required. Equivalent combination of education and experience may be substituted for this requirement.
Preferred Qualifications
Association of Proposal Management Professionals (APMP) Foundation Level Certification
Completion of industry recognized proposal or marketing training program
Prior experience working at ECC desired
