Public Information Assistant

Provides support to the Assistant General Counsel in the Public Information Office in administering the district's clearinghouse for public information requests to ensure compliance with the Texas Public Information Act (TPIA). Serves as the primary point of contact with the public regarding information requests and works with all levels of administration to collect, review, and prepare documents for delivery.
MAJOR DUTIES & RESPONSIBILITIES
List most important duties first:
Processes requests as assigned for district information from the general public, media agencies, unions, business organizations, and other local, state, and federal agencies. Notifies identified schools/departments and advises them of mandated time constraints for submitting documents. Monitors the progress of the schools/departments during the document identification and gathering phase and advises as needed.
Compiles and analyzes documents received from schools/departments for responsiveness, completeness, and confidentiality. Makes the initial determination on the applicability of confidentiality provisions in the Texas Public Information Act. Notifies Assistant General Counsel regarding potential confidentiality issues.
Consults with Assistant General Counsel as needed and prepares documents for Attorney General Opinion, if required.
Prepares documents for release and corresponds with requester regarding the status of their request as required by mandated TPIA timelines, providing documents, and collecting payment as applicable.
Compiles/maintains a log of all requests. Maintains cash receipt records, cashbox, and safe as mandated by the HISD Financial Procedures Manual.
Performs other job-related duties as assigned.
1 to 3 years, Experience working with the Texas Public Information Act or in a similar capacity, such as FOIA preferred.

No supervisory or direct people management responsibilities. May provide occasional work guidance, technical advice and training to staff.
WORK COMPLEXITY/INDEPENDENT JUDGMENT:
Work and tasks are often straightforward, routine, structured and guided by established policies and procedures. Little, if any, independent judgment is required, outside of making basic choices in the selection and application of established methods. The job receives frequent, ongoing supervision.
Compiles and organizes data and figures.
Decisions are made on routine matters affecting few individuals and usually within the confines of the job's own department. Specific job activities and results are typically reviewed closely. There are limited requirements for developing new ideas or changes in methods, procedures or services.
IMPACT OF DECISIONS:
Follows rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.
Information sharing - gives and receives information such as options, technical direction, instructions and reporting results. Interactions are mostly with customers, own supervisor and coworkers in own and other departments.
Follows through with customer inquiries, requests and complaints. Forwards difficult and non-routine inquiries or requests to appropriate level for resolution.
Work involves some exposure to moderate risk of accident and requires following basic safety precautions. Ability to carry and/or lift less than 15 pounds..
