Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of Communications Manager to work full time out of our Baltimore, MD office. Reporting to the Vice President (VP) of Policy and Communications, the Communications Manager works in support of the senior leadership team to develop and implement communication strategies that align with BHSB’s vision, mission and goals. The position is responsible for developing, overseeing and measuring BHSB’s internal and external communications initiatives. The Communications Manager serves as project manager for the Policy and Communications Department and leader of the communications team’s ongoing activities. This position works directly with different teams within BHSB to support and develop communications efforts.
BHSB is the local authority for mental health and substance use in Baltimore City, a non-profit agency established by the City to perform the governmental function of managing the behavioral health system. BHSB’s Department of Policy and Communications uses advocacy and communications strategies to advance evidence-based practices, policy reforms, and mobilize community action. The department manages internal and external communications for BHSB, oversees government and community relations, and implements public education and advocacy campaigns to create positive change.
Manage BHSB’s external communications platforms to ensure all external-facing communications are consistent with BHSB’s mission and vision:
Oversee and assist with the development of editorial content, design, production and distribution of BHSB’s print and electronic collateral including, but not limited to, e-newsletters, brochures and fact sheets.
Evaluate BHSB’s materials, including outreach cards, posters, and giveaway items, to ensure they are effectively communicating and accessible. Ensure certain materials are available in Spanish.
Oversee the generation of engaging and timely online content and ensure that the BHSB website is updated regularly. Monitor online activity to measure public engagement.
Develop, implement and evaluate BHSB’s social media strategy.
Manage BHSB’s internal communications to ensure for consistent branding and messaging:
Ensure BHSB is following established communications policies internally. Maintain consistent use of BHSB brand and logo. Update style guide and provide training to staff on communications policy as needed.
Proactively engage with BHSB staff to gain understanding of BHSB programs.
Provide direction and resources to the communications team to ensure they understand BHSB’s values, vision, goals and activities.
Support the development and implementation of public education campaigns to promote access to services and address stigma associated with behavioral health:
Develop and implement a plan for story banking/telling to promote hope, recovery and resilience.
Collaborate with BHSB staff and external partners to plan and execute events, communications and advocacy strategies that promote behavioral health campaigns including, but not limited to, Mental Health Awareness Month, Children’s Mental Health Matters Week, and Recovery Month.
Work with the VP of Policy and Communications and BHSB’s communications consultant on the development of a framework, content and design of BHSB’s annual Impact Report.
Support the VP of Policy and Communications to manage press inquiries and be proactive in identifying media opportunities to highlight BHSB’s work and advance our policy priorities. Plan and execute press conferences or other press events and oversee creation of media materials, such as press releases and media lists.
Support executive team, VP of Policy and Communications and Communications Coordinator in planning, executing and marketing annual meetings, provider events and other events.
Represent BHSB at community event planning groups, coalitions, state and local workgroups and task forces.
Develop strong relations with partners in the community to increase visibility, knowledge and reach of BHSB’s messaging and programs.
Recommend communication activities to support advocacy efforts and policy priorities.
Manage contracts with media/marketing firms.
Other duties as assigned.
Knowledge, Skills and Abilities Required
Bachelor’s degree in journalism, communications, public health, or other related field and 3-5 years or more of communications or public relations experience.
Experience using social media, including Facebook and Twitter for organizations; experience with social media tools such as Hootsuite.
Experience in media relations.
Strong writing skills.
Knowledge of website construction and maintenance, preferred.
Experience doing graphic design or managing graphic design projects, preferred.
Strong interpersonal skills, ability to build relationships and communicate effectively with a variety of stakeholders including service providers, consumers and community partners.
Strong project management and time management skills.
Knowledge of behavioral health care, preferred.
