SUMMARY:

This position leads Coalition duties related to the contract management and administration for all funded coalition contracts to include but not be limited to: School Readiness, Voluntary Prekindergarten, CSC Scholarship Refugee and Workforce Innovation Programs. The Director acts as the Coalition's contract manager and is responsible for the management of all Coalition

grants/contract/agreements

as well as the Coalition's Plan. This position serves as a customer service role model to ensure a positive relationship in interactions with all employees and customers.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Responsible for the day-to-day operations of all Coalition Contract services. Develops and maintains the Coalition's Contract Management policies and procedures.

Prepares, reviews, tracks and updates program matrixes for grants, contracts and agreements. Ensures the Coalition meets all contract deliverables.

Reviews Coalition proposals, contracts and agreements to identify potential risk and/or compliance factors requiring further review by management and/or legal services and participates in negotiation activities as required.

Maintains a working knowledge of contractual requirements assuring services are consistently maintained as best practice for quality and in accordance with assigned contracts, agency policies, and federal, state and local regulations governing such policies.

Responsible to participate in the development and review of programmatic policies and procedures in accordance with service delivery and contractual requirements.

Ensures that contract deliverables are met in a timely, accurate and complete manner.

Serves as a preparer and reviewer of all funder

contracts/grants/agreements

and Memorandums of Understanding (MOUs).

Coordinates and participates in activities related to all funder

contracts/grants/agreements

by the Coalition and all funders.

Creates and maintains all grant, agreement and contract files.

Maintains corrective action plans.

Liaison and support agency audits.

Coordinates, disperses and follows-up on Sharepoint and/or other reports for Coalition review and completion.

Completes appropriate grant management training with Department of Financial Services, or other training as required by

contracts/agreements.

Responsible for the coordination and development of the Coalition's Plan and implement all required Federal, State, and local mandates related to program services.

Prepares, reviews, tracks and updates Coalition Plan amendments and outcomes.

Coordinates Coalition Plan Amendments and submissions to OEL.

Participates in community meetings as requested, external committees, task forces, provider meetings, and/or speaking engagements as necessary. Participates and assists with quarterly provider meetings, as requested.

Prepare contract management meetings with State, Federal and Locally funded programs. Participates in local and state

meetings/conference

calls as applicable.

Trains and orients new employees to ensure they are knowledgeable of all program department and agency protocols, reports and forms.

Assists COO with special projects.

Performs all other duties that may be necessary to maintain the success of the organization.

KNOWLEDGE, SKILLS AND ABILITIES:

Understands and applies applicable laws, rules, regulations, policies and procedures relating to risk

management/internal

control and network security activities.

Understands and applies non-profit/government budget concepts and constraints.

Ability to establish and maintain effective collaborative relationships with Coalition membership, staff and contractors.

Ability to communicate clearly and concisely, orally and written, with special attention to contract language, policies and procedures and legal documents.

SUPERVISORY RESPONSIBILITIES:

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include participation with interviewing, hiring, and training employees; The Director is responsible for the overall planning, assigning, and directing work; creating overall work schedules, appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

QUALIFICATIONS:

To perform this Position successfully, an individual must demonstrate their ability to perform each essential duty satisfactorily. The requirements listed above are representative of the knowledge, skill, and/or ability to supervise monitoring team. This position requires successful completion of the level 2 background screening standards as set forth in s. 435.04, F.S.

Able to work flexible hours.

Valid Florida's driver license.

This position requires local travel to Palm Beach County office locations for meetings, trainings and other required duties.

Bilingual preferred.

EDUCATION AND/OR EXPERIENCE:

Bachelor's degree (B.A.) from an accredited four-year College or university in a related field.

At least two years' experience preparing narrative and/or statistical reports related to contracts and programs managed.

Excellent communication skills, both written and verbal.

Three to five years related experience and/or training; or equivalent combination of education and experience in positions of increasing responsibilities or leadership.

COMPUTER SKILLS:

An ideal candidate will be experienced using Database software; Spreadsheet software and Word Processing software. The candidate will have an advanced experience using Outlook in an Exchange environment, tech savvy over all, experience with Box/Dropbox, familiarity with Android and IOS, Windows 8 and 10 experience, and experience working offsite using portable scanners and laptops.

While performing the duties of this job, the employee is regularly required to sit, talk, hear and use hands and fingers to operate and handle keyboards and office equipment. The employee is occasionally required to walk and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl.

Occasionally lift and/or move up to 25 pounds.

WORK ENVIRONMENT:

The noise level in the work environment is usually moderate.

Regular local daily travel of up to 25% in Palm Beach County may be required.
