Director of Policy and Planning Job Description:

LINK Houston is a new non-profit organization advocating for a diverse and robust transportation network for all people to connect to opportunity. The organization is building a broad-based coalition to support transformative and inclusive policies, systems, initiatives, and infrastructure development that connect people to opportunity by transit, walking, and biking. It moves ideas into action through public engagement and advocacy.

LINK Houston seeks a highly-qualified professional as its first Director of Policy and Planning to build its programs and engage in coalition and community building around different forms of transportation, mobility, and infrastructure spending. LINK Houston seeks an energetic, dedicated, and organized person and envisions a team player to help guide and lead the organization’s work in establishing its initial policy priorities.

This person should be deeply committed to enhancing equitable transportation initiatives across the Houston region and a supporter of multi-modal transportation options for any thriving city or suburb. This person should have years of experience working in the space and a deep understanding of the funding streams, regulatory environment, design, and the urban planning framework controlling transportation and mobility issues within the region.

LINK Houston’s formational Board of Directors believes in the power of people and will build a broad-based coalition among allies across Houston, from neighborhood groups to business organizations to other civic-minded partners. While the primary beneficiaries will be Houstonians who walk, bike, ride transit, and use assistive devices such as wheelchairs to connect with opportunities, all Houstonians benefit from better transportation infrastructure spending and the associated economic, environmental, and health impacts created by supporting a city’s quality of life.

Key Duties

The Director of Policy and Planning reports directly to the Executive Director and serves as the main policy advisor for the organization handling strategic planning and prioritization in concert with the Executive Director. The Director of Policy and Planning will be responsible for overseeing the development of LINK Houston’s initial programs and priorities and will act a crucial initial guide through a strategic planning process for the organization. As an example of this anticipated near-term work, this person will likely identify opportunities for systemic changes regarding funding policies for public transportation, or communities in need of additional options for transportation to and from school or work. Through this research and initiative, the Director, in concert with the Executive Director and Board, will develop plans and priorities to change policies and provide resources to underserved or under-resourced communities to address the identified need, using data and real-time outreach in the communities.

Desired Qualifications

A strong commitment and enthusiasm for all forms of public transportation and all forms of active transportation or mobility like walking and biking

Experience researching, reviewing, and discussing funding streams, guidelines, and regulations at a technical level for transportation, urban planning policies, and projects

Experience working in or with local, state and federal government agencies related to transportation policy and regulation (Note: Candidates with a background in either the nonprofit or business sector may also apply, with relevant experience in public relations and government affairs, transportation, urban planning, or related fields.)

Tact, good judgment, professionalism, and a healthy sense of humor when working with a diverse array of donors, members, volunteers, and colleagues

Appreciation of diverse land issues and transportation views, while also understanding the connection between infrastructure and quality of life, for all communities including those underserved by public transportation or in need of additional service or different forms of mobility

Excellent written and oral communication skills

Self-starter and able to work independently and as part of a team

Technical expertise in understanding and compiling complex graphical representations

Proficiency with Microsoft Office Suite software as well as ArcGis

A Bachelor’s degree and 7 years or experience or a Master’s degree and 5 years of experience.

Specific Duties

Report to the Executive Director and work closely with her and the Board of Directors to seek their involvement in identifying priority policy initiatives.

Support the Executive Director in preparing and implementing a strategic plan to address equity for underserved communities through increased multi-modal mobility options, including walking, biking, public transit, and car/ride sharing.

Create policy position papers or campaign plans for delivering on the organization’s commitment to enhancing equitable transportation and mobility opportunities

Liaise between technical experts in the field and the organization.

Provide technical and graphic representations of transportation and urban plans.

Serve as a technical expert to the staff and stakeholders, including (but not limited to) the organization’s constituents, the media, and donors.

Establish and maintain relationships with various organizations throughout the region and utilize those relationships to strategically advance LINK Houston’s initiatives.

Collaborate with organization staff and volunteers.

Carry out other duties as assigned.

Salary and Benefits/Application Process

We anticipate the salary range (starting at $105,000) will be based on the applicant’s experience and other qualifications. LINK Houston provides a quality benefits package including health insurance. This position is grant funded and dependent upon fundraising efforts after 3 years.
