Summary
The Communications Specialist supports the health department’s ongoing initiatives and operations through extensive communications, graphical design, and marketing support. This position will also design and implement risk communication strategies in response to and in preparation for major public health events, disasters, and matters of urgency.
Job Duties and Responsibilities
Develops, implements, and evaluates an annual, data-driven strategic communications plan for the health department. Submits communication and marketing strategies to the Division Manager for approval and implementation.
Serves as the backup communications spokesperson and Public Information Officer for the health department. Develops positive working relationships with the media and health outlets in an effort to increase awareness of health topics, programs, and goals.
Develops impactful digital content (social media, online video, graphics, podcasts, etc.) as well as demonstrates strong capacity in using digital tools to maximize the impact and reach of health department online content across social media and related marketing channels.
Serves as lead on coordinating risk communications and developing risk communication strategy in response to and in preparation for major public health events, disasters, and matters of urgency.
Plans, develops, and implements the creation of the health department’s print and electronic materials, including brochures, fact sheets, research reports, presentations, proposals, posters, e-mail campaigns, news releases, and public service announcements.
Develops and implements strategies to grow and evaluate the JACOHD brand online and offline.
Provides assistance to JACOHD’s programs to plan community outreach, public education, and marketing strategies.
Evaluates JACOHD communications to ensure the cultural and linguistic needs of the intended audience are met.
Explores grant opportunities to fund innovative social marketing and health communications work.
Participates in agency-related projects and special events as assigned.
Partners with organizations and online partners to develop effective and cost-efficient opportunities for message planning, research, message development, and message delivery.
Prepares detailed reports and work plans as assigned.
Participates in JACOHD strategic planning and community health improvement processes.
Reports for special assigned duties during a public health emergency, if applicable.
Maintains strict confidentiality; adheres to all HIPAA guidelines/regulations
Promotes quality improvement, staff and patient safety, and cultural diversity through department operations and by personal performance.
Presents a courteous and helpful demeanor, appropriate for ages, to all patients, visitors, other TMC employees/medical staff members, or any other person an employee encounters while representing TMC.
Maintains current knowledge related to applicable statues, regulations, guidelines and standards necessary to perform job duties in accordance with the requirements of the Corporate Compliance Plan. Complies with the requirements of the Code of Conduct, Corporate Compliance Plan and Compliance Policies and Procedures, including training requirements. Participates in compliance activities under the direction of the Department Manager and Corporate Compliance Officer.
Required Skills
Knowledge, Skills and Abilities
Minimum Requirements
Bachelor’s degree from a four year college or university with one to two years experience in communications, marketing, or closely related field.
Working Knowledge of Photoshop, InDesign, Illustrator, After Effects, Premier Pro, and other Adobe Creative Suite software.
Ability to assess critical and complex situations and give analytical solutions.
Interpersonal communications, group process and facilitation skills.
Excellent oral and written communications skills.
Demonstrates ability to present information to large audiences.
Demonstrates computer use ability in word processing, spreadsheet, database, and presentation software.
Demonstrates ability to organize work, set priorities, meet critical deadlines and follow up on assignments with a minimal amount of direction.
Demonstrates ability to write, edit, and design superior news, feature, promotional, and report content.
Demonstrates experience developing communications plans and executing marketing communications tactics across all channels (e.g. print, digital, web, electronic, social, in-person)
Demonstrates experience creating and manipulating graphics.
Demonstrates experience creating content for social media (Facebook, Twitter, Instagram, etc.)
Preferred Qualifications
Master’s Degree in public health, communications, marketing, or other closely related field.
Two or more years of progressively responsible experience in the fields of public health communications.
One or more years of progressively responsible experience serving as an organizational spokesperson or PIO.
Experience in Performance Management, Quality Improvement, and PHAB Accreditation is desired.
Knowledge of the core functions and essential services of public health.
