As one of the largest public health service nonprofit organizations in New York City, Public Health Solutions (PHS) improves health among the city’s most vulnerable populations by tackling social and clinical factors that impact New Yorkers’ ability to thrive. Today PHS serves 200,000 New Yorkers annually, and we support the work of more than 200 community-based nonprofit organizations. PHS implements innovative, cost-effective population-based health programs; conducts research providing insight on effective public health interventions; and provides services to government and other nonprofits to address public health issues. Highlights of our work include:
• Providing direct services to over 80,000 New Yorkers a year, primarily families with children. These services address critical needs in low-income communities, including food security; nutrition and obesity; women’s reproductive health; early childhood development; HIV prevention and access to care; quality healthcare access; and tobacco control.
• Promoting the imminent eradication of AIDS in NYC through research, service delivery and funding administration. We engage 200 community-based organizations around the city in HIV-related outreach. Our network serves 96,000 people living with or at risk of becoming infected with HIV/AIDS.
• Developing technology-based interventions and social marketing public health campaigns using video, social media, and interactive internet-based applications, specifically in the areas of reproductive health, HIV prevention and childhood obesity prevention.
Contracting and Management Services (CAMS), a division of Public Health Solutions, administers millions of dollars in public health funding through “master contracts” with the New York City Department of Health and Mental Hygiene (NYCDOHMH). Since 1991, CAMS has funded services for people living with HIV/AIDS under the federal Ryan White Treatment Modernization Act, and since 2000, for HIV prevention services. CAMS contracts with community-based organizations, hospitals, clinics, mental health clinics and other organizations for services in areas as diverse as early childhood mental health, cancer screening, substance abuse treatment and risk reduction, family planning and HIV/AIDS. In addition, CAMS has recently expanded its portfolio of contracting services to include a broad array of non-HIV/AIDS public health and human services initiatives.
CAMS implements innovative reimbursement and monitoring approaches, and helps service providers to meet their contractual goals through direct technical assistance and partnering with NYCDOHMH for program assistance. CAMS promotes effective service delivery, program and fiscal integrity by setting and communicating standards, and by collecting, analyzing and reporting on program data.
PHS is seeking a Grants Manager to provide leadership and direction for the administration of federal, state, city and private grants that fund PHS programs. Oversee the administrative support of federal, state, city and private grants. Ensure that PHS meets compliance and reporting requirements. Assist in the budget development process in collaboration with members of the fiscal team and the Principal Investigator (PI) or Project Director (PD). Facilitate process improvements and new approaches to managing grants.
Coordinate and facilitate grant applications and the fulfillment of administrative requirements for funded grants from government and private foundations. Ensure that PHS meets all grant compliance and reporting requirements. Assist in the development of applications with relevant members of the fiscal, program, and contracting teams. Establish process improvements and new approaches to managing grants for the organization.
Overview of Key Responsibilities:
Utilize strong and strategic methods to monitor and track applications through the development process.
Create and maintain a highly reliable and efficient grants management process.
Manage decision-making process with clear and actionable communications.
Ensure compliance with the rules and regulations administered by the grantor; oversee special audits conducted by grantor.
Financial and Grants Administration, Coordination and Reporting:
Coordinate pre- and post- award activities on behalf of a highly active development team
Prepare timely submission of grant applications and reports
Develop and adjust grant budgets in coordination with the fiscal team
Liaise with principals and other departments on issues regarding grants management.
Assist in evaluating the fiscal administration of grant programs.
Oversee the preparation and timely submission of grant applications, application amendments, and budget transfers.
Obtain and maintain updated administrative documents, ensuring no lapse in compliance
Ensure complete application submissions to funder to improve chances of success
Facilitate review and approval of Funding Agreement from PI/PD, Legal and Finance and facilitate execution of Funding Agreement.
Distribute Notice of Award and executed funding agreement to relevant stakeholders, including PI/PD, Fiscal and Legal.
Manage and maintain PHS administrative documents
Manage and maintain access to City, State and Federal grantee systems
Obtain administrative documents required post-award
Maintain orderly files of critical grants-related documents
Convene meetings with PI/PD to discuss subcontracting expectations
Prospect Research and Development Support:
Conduct grant research to: Identify new foundation funding streams;
Update tracking systems for grant submissions, reports and deadlines;
Maintain all necessary back up and supplemental materials for grant submissions
Research potential funding sources, including regularly reviewing key private foundation sites and funding resources for relevant RFPs, and sharing at the Business Development meeting to ensure timely decision making
Support Business Development Committee to effectively manage agenda items; monitor follow up to ensure opportunities are not missed
Circulate decisions to pursue funding opportunities to Principal Investigator (PI) and Project Director (PD) and track decisions
Ensure proposals are tracked from the grant seeking to award phase and all relevant tasks are being completed in a timely fashion.
Solicits input and updates from PHS stakeholders on a routine basis and track relevant inputs.
Qualifications and Experience
Bachelor’s degree from and accredited college or university. Master’s degree preferred.
At least five years of experience with grants and contracts in government, healthcare, human services, or other non-profit setting.
Knowledge of online systems: Grants.gov, NYC HHS Accelerator, NYC PASSPort, Grants Gateway, and eRA Commons.
Proficient in the use of business computing software including: intermediate to advance experience with Excel, Word, Outlook, and Adobe Acrobat Professional.
Detail oriented; possess analytical skills, and be highly organized and a team player.
Excellent interpersonal and communication skills.
Ability to work independently, set priorities and exercise sound judgment.
Excellent attention to detail, strong project management skills, and ability to prioritize and manage multiple complex tasks while maintaining composure under demanding deadlines.
Flexibility in approach and willingness to adapt when necessary.
Ability to work assertively but collaboratively and coordinate a diverse team of contributors.
