Position Summary:

This senior position, reporting to the Associate Vice President for Federal Governmental Relations, is within the University of California Office of the President's (UCOP) Office of Federal Governmental Relations (FGR), and is located in Washington, D.C. This is a senior level position of responsibility within the Office of Federal Governmental Relations and requires specialized knowledge in federally related scientific research and technology issues. This position has primary responsibility for subject matter expertise, analysis, political strategy and advocacy with Congress and the Administration regarding scientific research and technology related issues that may affect the University of California (UC) campuses and the three national labs managed by UC through contracts with the US Department of Energy. In addition, the position is responsible for oversight of policy related issues impacting the mission and management of the national laboratories, as well as developments on energy issues that may affect the UC managed labs and campuses. This position requires detailed and specialized knowledge of the functions, organization, structure and procedures of Congress, the Administration and federal agencies. The position requires direct and regular interaction with key personnel with the University, including the Office of the President, the ten UC campuses and the national laboratories. The position serves as a senior representative for UC with members of Congress, their staff, and the associations representing higher education and research.

Duty 1: Serves as one of the University's key senior lobbyist, advocate and strategists in Washington on federal scientific research and technology related issues.

Develops and maintains working relationships with members of Congress, congressional committees and their staff, executive branch representatives, and national associations on matters related to federal research issues.

Monitors, tracks and analyzes federal issues and policy developments within Congress and the Administration that may impact the UC campuses and national laboratories, including but not limited to science and research policies, federal procurement policies, and budget and appropriations issues.

Acts as senior liaison with Congress and the executive branch, including key federal agencies on policy issues related to the UC campuses and the University's involvement with the management of the national labs.

Consults, advises and reports to University officers, faculty, and staff on issues that may be considered by the executive and/ or legislative branches. Assists government relations professionals across the system in developing legislative strategies and responds to campus requests for information.

Provides information that enhances the congressional and executive branches' understanding of the University's mission, achievements and priorities. Builds awareness at the federal level of emerging issues affecting the University.

Develops legislative positions and strategies for the University based on close and regular consultation with personnel in the Office of the President, UC faculty and staff, research and laboratory and campus representatives.

Coordinates and provides assistance to UC visitors in Washington who seek meetings with congressional, federal agency or association representatives.

Drafts letters, testimony, and legislative language; arranges for witnesses at hearings; and represents the University at meetings and conferences. Assists in the coordination of expertise within the University and arranges for UC experts to participate in congressional, administration and other Washington-based meetings

Duty 2: Works closely with federal agencies on the development of new initiatives or implementation of policies that will affect the University. Drafts letters in response to proposed regulations and notifies personnel in the University about proposed regulations or initiatives which might impact UC. Works with UCOP, campuses and labs to identify funding opportunities and policy issues that may impact UC

Duty 3: Serves as one of the University's leading representatives for numerous national associations and professional societies including national higher education, science, trade and other associations and with California-related government and interest groups in Washington.

Works with advocates for other Universities, higher education associations, scientific societies, congressional staff, UC faculty and staff, and advocates for other private and public entities to build legislative coalitions

Job Requirements

Bachelors degree/ and or advanced degree in political science, public relations or research policy related fields.

7-10 years experience in advocacy relations, governmental relations or communications focused upon scientific research science and technology research, or an equivalent combination of education and experience.

Demonstrated thorough knowledge of public policy as well as detailed knowledge of the organization, functions, processes and procedures of Congress, the executive branch required.

Experience in working with key congressional Committees and their staff.

Experience working with the executive branch and key officials at relevant federal agencies.

Demonstrated knowledge of university and federal research programs.

Demonstrated exceptional acumen and interpersonal skills to establish and maintain strong working relationships with key personnel in the federal government, including Congress and the executive branch who are in positions of influence on issues of importance to the University.

Demonstrated ability to analyze national trends, issues and policy developments that could impact the university as well as proven success in developing and implementing strategic communications and advocacy plans

Excellent verbal and written communication skills. Proven ability to be clear, creative, and critical thinker and writer in busy office environment.

Excellent analytical skills with the ability to quickly research and collect pertinent information from a variety of sources. Ability to integrate essential information, and use that information to define and validate options and alternatives; and the ability to develop recommendations and justification for the most productive course of action.

Excellent verbal and presentation skills to articulate ideas and issues clearly, concisely, and persuasively.

Demonstrated ability to collaborate, coordinate with and work effectively in a team-oriented environment on strategy and projects, seeking information from multiple sources and collaborating with multiple constituents to achieve an accurate and comprehensive perspective
