The Department of Finance & Administrative Services, Business License and Tax Administration unit is seeking a dynamic Tax Outreach Specialist (Strategic Advisor 2, Gen Gov) to join our team. The Business License and Tax Administration unit is a key part of the Department of Finance and Administrative Services.
License and Tax Administration administers and collects Business & Occupation Tax, Utility Tax, Gambling Tax, Commercial Parking Tax, Admission Tax, Sweetened Beverage Tax and Firearm/Ammunition Tax. Any new taxes proposed and passed by the City are developed and implemented through this division. To work in this environment, staff must be competent, decisive and able to adapt to changes quickly. Thorough understanding of complex databases and web services is crucial. Not only do we have to have systems ready to collect and monitor the different tax types, we must be able to interpret the tax and communicate the information to a customer base of nearly 100,000 businesses.
The Tax Outreach Specialist position is responsible for developing and implementing an outreach and education plan for existing taxes administered by FAS and all new taxes. This position is responsible for training staff in the Business Licensing Operations Unit, the Tax Audit Unit, and staff in the Enforcement Unit of Regulatory Compliance and Consumer Protection (RCCP) Division. This position is also responsible for outreach to the taxpayer community on all existing taxes, new taxes, and any changes in tax policy, which will include correspondence, design and maintenance of the taxpayer website, and development and maintenance of job aids for taxpayers and tax preparers. The best candidate will be a person that can strategize and develop training and outreach programs in an ever-changing environment; meeting the needs of a diverse audience. This position reports to the Business License Manager.
Responsible for all education and outreach activities for the Tax Administration organization in FAS. Design, develop, implement, and coordinate outreach and education activities using media relations, translation services, community outreach, presentations, trainings, meeting and other networking strategies.
Manage the design, implementation and maintenance of a new multi-channel taxpayer engagement capability, which will include chat, mobile and text communication.
Develop, implement and maintain a training protocol for existing employees, as well as for on-boarding future employees to ensure that unit knowledge-based materials are available for easy reference and consistent responses to taxpayer inquiries.
Responsible for reacting to an increasingly data-driven world by ensuring that LTA understands its customers' needs and protects the privacy of their data.
Develop the policies regarding data ownership, data access, and continued use of customer data analytics.
Responsible for ensuring that taxpayers, general public and stakeholders are aware of all parameters of new taxes, including tax filing, payment deadlines, notification requirements and compliance obligations.
Responsible for developing plain talk communication tools to ensure that the external audience understand the implications of all new tax proposals and understand the application of existing taxes.
Design, develop and implement a communications strategy for tax-related materials for audiences who may not have access to technology, are uncomfortable utilizing digital channels, need translations services, or if unable to complete their tasks they want the ability to seamlessly transition to direct engagement.
Required to manage the public hearing process required for any new tax proposal, which involves a great deal of public/taxpayer interaction and coordination.
Responsible for developing and implementing confidentiality training.
Responsible for making recommendations regarding financial commitments needed to support outreach activities including printing, distribution, and translation of education and outreach materials.
Provide leadership, focus and direction to cross-functional or cross-jurisdictional teams to ensure a thorough understanding of existing tax policies or new, emerging tax proposals.
Act as an expert resource and spokesperson regarding taxes at community and other public events.
Research and interpret the Seattle Municipal Code, Seattle Tax Rules, and other legislation.

Undergraduate degree in communications, business or a related field.
Two years of experience in communications and website development/maintenance.

Knowledge of design, implementation and maintenance of records management and archival systems.

Graduate degree in communication, business or a related field. Emphasis in taxation or finance preferred.
Forward thinking in regards to technology.
Experience with technical writing and documentation.
