This is a centrally managed position in the Force Support Career Field

· The primary purpose of this position is to serve as a senior specialist and advisor responsible for leading, coaching and mentoring staffing specialist in the Headquarters Air Force Operating Locations in the area of recruitment and placement. Develops and implements a total recruitment advisory plan of action to meeting employee needs, and to assist in meeting the needs of the customers by providing technical guidance in recruiting activities, merit principles and coordinating internal and external recruiting efforts with senior leadership.

· Provides recruitment and placement services to assigned organizations. Keeps abreast of new developments and regulatory guidance from higher authorities and provides interpretative guidance to mentees as well as organizational liaisons. Participates as a team member in weekly meetings with serviced organizational liaison. Prepare onsite staff visit reports and distributes to appropriate management official. Determines the need for, and developing and conducting seminars, workshops, or training to assure that the key elements of the hiring progress is administered effectively.

· Provides recruitment and placement and affirmative advisory services. Consults with management on a variety of difficult and complex technical issues, or problems of a sensitive nature that concern all phases of hiring, merit promotion, priority placement, RIF and RIF avoidance program features, affirmative employment policies and procedures, and related legal, regulatory, and contractual requirements or entitlements.

· Provides advisory services to managers, supervisors, and employees on recruitment and placement. Coordinates and or implements plans for recruiting qualified applicants for positions in Federal Service. The incumbent must apply a high degree of skill in dealing with managers to advise them on developing tasks and duties relative to job description that will encourage qualified job applicants to apply. Develops and implements a total recruitment advisory plan of action to meet employee needs, and to assist in meeting the needs of other serviced organizations as well as SAF/AARC.

· Team Lead and Training and Development. The incumbent must be proficient in the recruitment and placement areas to independently serve as a team lead over senior and junior staff. Responsibilities include oversight over the workload of the team in accordance with established guidelines, assuring timely accomplishment of assignments; ensures supervisor's instructions are being executed; keeps abreast of the status and progress of work, recommending adjustments, if needed, in accordance with priorities; ensures that the organization's strategies, goals, objectives and work plans are met; report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes knowledge of Federal HR recruitment, placement, affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, techniques sufficient to accomplish a wide range of complex, interrelated activities; troubleshoot very difficult problems referred by less experienced staffing specialists; advising management on controversial or sensitive, complex, difficult

recruitment, placement and affirmative employment issues and problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of recruitment and placement programs (i.e., RIF, TOF, VERA/VISP, etc.), theories, concepts, practices, laws, regulations,

and procedures to perform a variety of difficult and complex assignments and provide consultative and advisory services.

2. Knowledge at an in-depth level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a

thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies,

analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.

3. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on Human

Resources recruitment and placement programs to meet goals and objectives within available resources.

4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures

to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive

organizational and program issues or complex problems not susceptible to treatment by standard methods.

5. Skill in establishing and maintaining effective working relationships with supervisors, managers, and major site personnel to gain cooperation

and coordinate work.

6. Skill in gathering, assembling, and analyzing facts, drawing conclusions, devising solutions, and recommending actions.

7. Skill in effectively communicating, both orally and in writing; to include leading a team in all phases of staffing functions, preparing reports,

charts, graphs and studies; developing and providing program training, and preparing policies, regulations and guidance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
