The role of this position is to lead the development, optimization and implementation of an effective and sustainable government and public affairs departmental function for the LafargeHolcim US organization. This includes providing the effective team leadership, coaching and technical expertise for the achievement of world-class government, public affairs and advocacy performance in all operational programs.
The person in this role will manage strategies and problem solving activities to address near and long-term government and public affairs issues facing the business. The position will manage advocacy on national & international policy formation representing the business before high levels of government, guide operational interfaces with stakeholders and advise executive and operational levels of management regarding all government policy-related issues. The department head will orchestrate the integration of government and public affairs, and citizenship with legal, operational, communication, marketing, and logistical departments. The position will ensure cross-product line sharing of best practices, benchmarking and lobbying policy implementation.

Serve as a safety role model.\u2022 Lead and coordinate with business unit managers setting and prioritizing advocacy goals and objectives, resolve issues and identify improvement opportunities for the company.\u2022 Develop, ensure and facilitate the implementation of policies and internal programs to ensure full regulatory compliance.\u2022 Develop, assess and communicate government affairs-related risk assessments through various risk management tools.\u2022 Ensure business strategy incorporates near and long-term opportunities and threats into the business model, and investments.
\u2022 In collaboration with the Legal department, identify and assess the financial or operational impact of laws and regulation on LafargeHolcim´s business for senior management including recommended policies and risk mitigation strategies.\u2022 Negotiate with agency heads, regulatory attorneys, planning councils, and federal staff on matters of on matters of compliance, permitting and enforcement \u2022 Manage participation and funding of external groups and trade associations, advising CEO and department heads on positions to be driven through the external groups.\u2022 Recommend and assist direct CEO level advocacy in US & international venues .\u2022 Coach, develop and mentor members of the government and public affairs team.\u2022 Drive consistency in US & Group stakeholder relations and advocacy programs across product lines and countries.\u2022 In coordination with the business, lead stakeholder reporting for the US.\u2022 Manage government lobbying & advocacy programs including PACs and other contributions (charitable and non-charitable).\u2022 Develop, coordinate and represent the views of LafargeHolcim before senior government personnel, policy shaping organizations and trade associations.\u2022 Coordinate with Communication and Legal departments regarding stakeholder and public messaging.\u2022 Manage department budget.
RELATIONSHIPS WITH OTHER JOBS
\u2022 The Director of Government and Public Affairs will work closely with peers in the respective executive committees of Cement and ACM US and in close coordination with operational managers, functional heads (communications, marketing, sales, legal, logistics) and Group department heads.\u2022 The Director will manage issue/subject matter with the support of external legal counsel.
