Job Summary

The Communications Manager provides a unique leadership opportunity to take a thriving non-profit organization engaged in transformational work to a new level of impact and expansion. With 40 years of proven success in creating dynamic partnerships focused on pretrial improvements in the criminal and juvenile justice systems, the Pretrial Justice Institute’s innovative collaborative approach is setting the standard for an impactful shift in how our country’s pretrial system functions. The Communications Manager is responsible for writing and editing internal and public facing content and ensuring that PJI communication products are efficiently managed and organized.

The successful candidate will be part of a four-person team and report to the Director of Communications; she or he will participate in collaborative planning and implementation of communications activities in partnership with other communications team members, and, when appropriate, other PJI staff. The Communications Manager is expected to develop significant knowledge of and familiarity with the pretrial portion of the criminal justice system and current local and national reform efforts.

Responsibilities and Duties

Primary Responsibilities and Duties:

Manage Communications Processes & Deliverables

Contribute to the development, management, and execution of PJI’s Communications work plan, under the guidance of the Director of Communications.

Implement and update as necessary written content production processes, standards, and timelines; maintain, update, and adhere to PJI written style guide; contribute to visual and video style guides as needed

Responsible for ensuring written content is developed on schedule and consistent with PJI standards

Oversee and interface with outside vendors such as freelance writers and designers

Proactively interface with PJI staff to ensure content needs and production timelines are met.

Create, Compose, and Edit Written Communications Materials

Primary author and editor of PJI written communication products, including reports, newsletters, website content, talking points, and, as needed, social media

Ensure external-facing communications are consistent with PJI’s strategic vision and quality standards

Review extant communications materials for accuracy, relevance, and effectiveness, and provide update as needed

Stay abreast of pretrial reform content, trends, and themes in the media and social media to ensure PJI messaging remains fresh and relevant

Compile research, craft context, develop innovative and strategic communication strategies to further PJI’s vision; may be called upon to conduct research relevant to new reports

Research, edit, and review content for University of Pretrial, JDAIconnect, and SJC Exchange platforms, as needed

Assist with writing, editing, and producing project and grant proposals and reports

Assist with creating and editing partner content

Miscellaneous Duties

Identify and recruit blog opportunities from internal and external sources

Interviews sources for blog entries and create drafts

Supports PJI staff as needed

Performs other duties, including special projects, as assigned

Qualifications and Skills



Demonstrated proficiencies in critical thinking, writing, and management.

3-7 years of experience authoring strategic communications, including formal reports, case studies, grant/project progress reports, impact stories, influential, and persuasive communications—including demonstrated ability to modify style and content to suit different media

Significant experience editing, line editing, copy editing, and proofreading

Desired Specialized Knowledge and Skills

Able to present complex issues in clear, concise, and accessible language, suitable to the immediate audience

Skilled strategic thinker and generator of content ideas and approaches

Knowledge and experience in effective written and electronic communications

Familiar with current trends in pretrial justice reform

Research skills

Advanced interpersonal & relationship building tools and abilities

Proficiency in Google Apps

Proficiency in Microsoft Office Suite, Trello, and Zoom


Able to identify key data elements for analysis of various justice system processes

Able to explain complex issues in understandable terms

Work well in a team and individually

Flexibility to meet shifting priorities

Excellent time management skills

Ability to perform several tasks concurrently with ease, effectively and efficiency

Ability to communicate professionally, clearly, and concisely

Integrity, responsibility, and confidentiality

Ability to listen openly and effectively, and to connect with a wide variety of people, personalities, and diverse points of view


Able to work in a team environment and has the courage to communicate openly and honestly

Special Working Conditions

Telecommuting and working within a virtual environment

Web conferencing and engaging in virtual communities

Some travel is required (approximately 10%)

Flexibility in working hours – occasional night and weekend hours may be required

PJI primarily maintains a virtual work environment, with over 20 staff located in Washington, Colorado, Ohio, Florida, Hawaii, Maryland, and Virginia. PJI offices are located in Rockville, MD and Arlington, VA.


Salary range $75,000-$95,000, compensation commensurate to abilities and experiences. PJI offers a generous and competitive benefits package, to include working with the best people you’ll ever meet.
